LBH Medan, North Sumatra initiated a program to urge the local police to immediately arrest fugitives, or in legal language referred to as a 'wanted person' (DPO) in the area. This is because there are quite a number of fugitives or criminals who have fled the legal process, and so far they have not been found.

It is feared that this fugitive will further disturb the public. In addition, there is also the possibility that they will appear as "teachers" for other criminals, including how to escape the legal process.
Irvan Saputra, Director of LBH Medan explained what their goals for the program were. LBH Medan has also opened a command post, where the public can report if they know of a DPO who has not been caught by the police. In addition, they also officially asked every police post at the sub-district level or Polsek, to send data on DPOs or fugitives who are still free in the community.
