The "blueprint for change" includes recommendations for targets and reporting, an independent central agency and capacity building for local organisations in an effort to reduce high rates of violence and imprisonment in Indigenous communities.
The report was two years in the making through 16 organisations.
Indigenous adults are 15 times more likely to be imprisoned than non-indigenous people, with that rate increasing to 31 times in juveniles, according to the Australian Bureau of Statistics in 2012.

"This is more than bad statistics; these figures represent people - brothers, sisters, sons and daughters - who are being separated from their families and need our support," Change the Record spokeswoman Kirstie Parker said in a statement.
"Our blueprint makes clear the steps that all levels of government must take to get Aboriginal and Torres Strait Islander people out of prison and improve community safety for us all."
